For years, Oak Island town officials and residents have been talking about the development of a 3,196-acre tract within the town’s limits.

Known as the “Williamson Tract,” a planned unit development was originally approved for the land in 2009, which included 7,200 housing units, along with areas of commercial and multi-family housing. A new rezoning and phased development plan was approved in 2022, which kept the same number of units, but re-aligned uses, making the commercial area more accessible to island residents.

It seemed the tract was going to move forward with development in 2022 when developers sought a permit to fill some wetlands on the tract, drawing concern from residents in Oak Island and St. James.

Recently, some residents have expressed concerns about the possibility of the tract being de-annexed and developed. Here’s what to know about the tract’s status and de-annexation.

Plans to develop the tract have halted for now.

In a May, Oak Island Mayor Liz White told the StarNews that development has stalled on the project due to the national financial picture. However, she noted the tract would eventually sell and be developed at some point in the future.

Currently, the status of the tract is the same.

On October 2, the town’s public information officer Mike Emory said town staff “has not been made aware of any changes in ownership or development progress.”

The tract is located within the town’s corporate limits.

Recently, residents have expressed concerns about a letter supporting Senate Bill 675, which sought to eliminate extraterritorial jurisdictions in two North Carolina counties. The board voted to send the letter with an amendment requesting an investigation into the consequences of such action and its financial impact on the towns.

But elimination of Oak Island’s ETJ would have no impact on the Williamson Tract. Emory confirmed it is located within the town’s corporate limits, not its ETJ.

Residents are concerned about de-annexation.

According to the UNC School Government’s Coates’ Canons blog, “the only way property can be removed from a city is by a local act of the General Assembly.” In the blog, Frayda Bluestein, faculty emeritus at the UNC School of Government and an expert on municipal annexation, writes “there are no statutory procedures or requirements for de-annexation,” and “the process for obtaining a local act is essentially a political one.”

She goes to explain that those seeking the legislation must contact their local legislators and ask them to introduce the bill.

On Oct. 2, Emory said the town is “not aware of any request by the owner, nor does Town Council have any request planned to the General Assembly for de-annexation.”

Rep. Charlie Miller (R-Brunswick) also said he was not aware of any attempt to de-annex the property, and he explained that request would have to come from the property owner.

While some families are hanging ornaments on Christmas trees inside warm homes, this husband and wife are leaving their tree’s décor up to beachgoers.

Oak Island residents Michelle and Craig Ryan are taking Christmas traditions to a new sea level by hoisting their tree up in the sand for the community to see and enjoy.

The Ryans moved to Oak Island in 2021 from Chicago, Michelle Ryan said. She said they were looking for a new community to eventually retire in.

What started out as a three-day stop in Ocean Isle Beach on a road trip turned into finding their forever beachfront home in Oak Island less than a month later.

“We kind of discovered Oak Island on a road trip,” she said. “Never spent a night here and took a leap of faith and bought a house.”

Michelle Ryan said they fell in love with the Oak Island community on the trip, noting she liked having two bridges connected to the island and nearby grocery stores.

“Every day we drove back to Oak Island, it felt homier to us than the other communities. … And everybody was so dang friendly and welcoming,” she said.

Since their move over three years ago, the Ryans have found great friends and new traditions.

Michelle Ryan said they saw a Christmas tree on the beach strand during their first Christmas on the island. The beach tree inspired her to bring the fun a little closer to home.

The couple put up their first beach strand Christmas tree in 2022 between the E. 55th and E. 52nd beach accesses. Michelle Ryan said it reminded her of how she loved adding lights to trees that surrounded their house in Chicago.

“We’ve put that out just to have our little piece of Christmas that everybody can enjoy walking down the beach,” she said.

Their annual beach Christmas tree has been a hit.

Local residents and visitors add ornaments to the tree each year and the Ryans love it. Some ornaments on the tree include names, dates and different states. Handmade and unique ornaments have also been tucked into the tree.

“It’s just wild to see it,” Michelle Ryan said.

Though last year’s tree and ornaments were swept into the sea by an unexpected storm last December, Ryan said she hopes to collect and store all new ornaments on this year’s tree.

Her desire is to decorate the annual tree with both old and new ornaments so returning families have their own memories attached to the tree.

Michelle Ryan said people already coordinate photo shoots of families in Christmas pajamas and the Grinch in front of the tree.

Despite Craig Ryan installing the Christmas tree, Michelle said it is the “town’s tree."

“That’s been really great to see everybody kind of pull together and help decorate the tree,” she said.

The tree even lights up using battery-operated lights, she added.

Watching the community embrace the tree and talking with people around it has made her and her husband happy, Michelle Ryan said.

“It’s been really special,” she said.

Their new-found tradition has also inspired other families to install beach Christmas trees along the Oak Island and Caswell beach strands, like the one at E. 43rd.

“It warms our heart, to just see folks really enjoying the tree and it was something that was so easy to do,” Michelle Ryan said.

For those wanting to join in on the fun, Ryan said her husband installed the tree by driving PVC pipe into the sand and used the pipe to hold the tree trunk.

“It holds brilliantly,” she noted.

The Ryans plan to keep the tradition alive as long as they live on the island and are physically able.

“It has meant a lot to us and it really makes us smile when we see everybody around the tree,” said Michelle Ryan.

Cary Cart Co. has some spiffy rides available for rent so you can cruise in style.

A ferry departs from Deep Point Marina in Southport, North Carolina, every hour (on the hour) that will deliver you and your luggage to Bald Head Island Marina where you can catch the island tram to your house (reserve online) or pick up golf carts for the day from Cary Cart Company (reservations recommended). For the athletically inclined, Riverside Adventure Company is located next door and rents out bikes by the hour or day. If you are flying to Bald Head, take a taxi from the airport to Deep Point Marina.

What To Do

During any trip outdoors, you're sure to glimpse some island wildlife. Hike through the Bald Head Woods Maritime Forest Preserve by entering any of the trailheads along Federal Road. It comprises 173 acres of forest.

According to the Bald Head Association, you'll see giant live oaks, laurel oaks, red cedar, and red bay laurels on the island. Take in these natural areas, or simply kick it on the beach by entering the sand at any of the many public access points that run along the 14 miles of coastline.

Atlantic Coast beaches have a charm all their own, but they don’t often get the same level of gushing admiration that their counterparts on the Gulf Coast are so accustomed to. While Florida beaches get praised for looking like the Caribbean and having out-of-this-world blue waters, beaches in Georgia, South Carolina, North Carolina, and Virginia have to work a little harder to earn their fans.

However, there’s one beach in North Carolina that has sand and surf to rival even the dreamiest of Gulf Coast beaches, and it’s Emerald Isle. Part of the 85-mile barrier island that’s affectionately known as the Crystal Coast or the Southern Outer Banks, Emerald Isle is the kind of laidback family getaway that makes you want to return year after year. Its white sand and crystal-clear, emerald waters (hence its name) are a bit of a best-kept secret, but once you discover their beauty, you'll be devoted—hook, line, and sinker.

What Makes Emerald Isle’s Water And Sand Different?

While the water at beaches in other parts of the state are typically murky and appear dark blue or even brownish in color, the water off the coast of Emerald Isle is much clearer and takes on a signature blue-green hue. Last summer, North Carolina locals were astounded by a rare but entirely natural phenomenon that caused the ocean along the Crystal Coast to sparkle with a brilliant blue radiance that folks previously only associated with places like the Bahamas or Turks and Caicos.

The phenomenon, caused by an uncharacteristically low number of tropical storms and hurricanes coupled with unseasonally light offshore winds, allowed sediment to settle closer to the ocean floor and the water to exhibit its true vibrant turquoise color. During the middle of the day when the sun was brightest, visitors swore they had been transported to a faraway tropical island.

While Emerald Isle’s sand can’t claim the same sugar-white distinction that Florida’s quartz sand beaches can, its stretches of shoreline do trend toward the light khaki and even off-white, which is a far cry from the mineral-heavy, graham cracker-colored sand found on other beaches in North Carolina.

How To Experience Emerald Isle’s Water

Spending consecutive days alternating between sunbathing in the soft sand, then taking a dip in the sea when it gets too hot, is a must. But once you’ve mastered the fine art of “beaching” in Emerald Isle, you may want to graduate to exploring the ocean from new angles. When you’re ready to dive deeper, you can experience Emerald Isle from underwater by snorkeling or diving. The clear conditions and light-colored water make it easy to spot all kinds of fish and marine life, as well as remnants from long-ago shipwrecks in an area that’s known as The Graveyard of the Atlantic.
