CAROLINA BEACH | Sand isn't back getting pumped onto the beach right now, but it will be soon.

That's the message from the Army Corps of Engineers in regard to the "paused" federal beach nourishment project in Carolina and Kure beaches.

Here's the latest on the $26.3 million project, including when it might restart and wrap up.

Why was the nourishment project paused?

The nourishment, already delayed a year due to sky-high bids, forcing the project to be rebid for this winter dredging window, started at the north end of Carolina Beach in November 2025.

But it stopped in late December 2025, leaving Pleasure Island officials and residents concerned.

The reason was the dredge from Norfolk Dredging Co. that was pumping sand from Carolina Beach Inlet was moving to work on another project.

"The project will resume in mid-February when a new dredge arrives," stated a December release from Carolina Beach. "In the interim, the contractor will regularly have crews on the beach to ensure no safety or security issues arise with the piping and equipment."

Corps officials said the switch-out of the dredges was always planned. At the time the project was paused, the corps said nearly 900,000 cubic yards of sand has been pumped onto Carolina Beach so far, targeting the most vulnerable areas at the north end of town.

Is that still the plan?

In early February, corps officials held a meeting with town officials and residents to update the project's status.

They said dredging work is expected to restart in late February or early March, and they reiterated that the goal remains to have the nourishment wrapped and the piping off the beach by April 30, which is the end of the winter dredging window. Construction activity on the beach and in coastal waters isn't allowed after that − except in very specific cases − to protect nesting shorebirds and sea turtles and limit disturbance to marine life.

But there have been some changes.

On the plus side, an updated survey of the beach found that more sand will be needed than first thought to build it back to the corps' stated goal. That means the project will now encompass nearly 1.8 million cubic yards of sand instead of 1.6 million, with Carolina Beach receiving 920,000 cubic yards and Kure Beach 870,000 cubic yards.

But, along with some inflationary pressures, pumping more sand has meant the project's price tag has jumped from $23.5 million to $26.5 million. According to the corps and New Hanover County officials, the cost-share of the Carolina Beach portion of the project is 50% federal, 25% county, and 25% state. In Kure Beach, the break down is 65% federal, with New Hanover and Raleigh splitting the remaining 35%. In response to a resident's question, officials said local funds for the project are drawn from the county's room-tax fund, which is financed via a special tax on hotel stays and short-term rentals, and not from property taxes.

Officials also announced that sand for the entire nourishment is likely to come from Carolina Beach Inlet, while an offshore borrow site remains an option if needed. While the use of the inlet sand guarantees a consistent look and feel for the beach and hopefully limits any shells or rocks that get pumped onto the strand, it also will mean that up to 8 miles of 36-inch pipe could snake along the beach from Freeman Park to just north of The Riggings in Kure Beach. As part of the contract, Norfolk is required to build sand crossovers over the piping every few hundred feet to allow beachgoers to access the ocean.

During the meeting, several questions were asked about parts of the beachfront that won't be receiving any sand as part of the nourishment. Corps officials responded that some areas in both towns always have been skipped because historically they don't have major erosion woes, and that will be the case again this nourishment cycle.

Officials also announced that even though the year-long delay to the project means it is now four years, not the usual three, since Pleasure Island received a fresh injection of sand, the government was planning to do the next nourishment in three years.

But, they added, that doesn't mean the corps might not revisit pumping fresh sand before that if a hurricane or storm causes severe erosion, as has happened in the past.

Additional sand also could be coming for Freeman Park this winter, corps officials said, with crews planning to dredge Snow's Cut and the Intracoastal Waterway crossing at Carolina Beach Inlet.
